KSMSNumbers of mobile phone in Cambodia are increasing from day to day while there are only very few mobile phones (Khmer built-in) supported Khmer Script. The problem is most of Cambodian users do not know English that means a constraint for them to use text message in English. Furthermore, if they want to compose Khmer text message in none Khmer built-in mobile phone, they must use Latin script to write as Khmer sound phonetic.

The Khmer OCR project has started since July 2008. With full training, two engines of PLC's OCR system were created. They can recognize the scanned documents with good quality in normal format with no table, picture, column, bold, italic and underline printed in either Limon S1 or Limon R1 with size 22. As a result, the final outputs are in ASCII text which can be easily converted into Khmer Unicode with the implementation of the existing Conversion library, one of the libraries developed during Phase I of PAN Localization projects. The outputs can also be saved into two document formats: Microsoft Word 2003 (*.doc) and Text document (*.txt).

Phase 1 of PAN Localization project focused on developing local language standards and technology across seven Asian countries. The countries (and languages) included in the project were Afghanistan (pashto), Bangladesh (Bangla), Bhutan (Dzongkha), Cambodia (Khmer), Laos (Lao), Nepal (Nepali) and Sri Lanka (Sinhala, Tamil).
